Port and Shipyard Safety Guide

Port and shipyard security have a more specific regulatory and operational environment than general facility security. The Maritime Directorate of the Ministry of Transport and Infrastructure operates ISPS practices and security responsibility/authorization processes for port facilities as a separate system. Physical private security should be planned in accordance with this framework and the approved procedures of the facility.

What is ISPS Code and how is it related to port security?

ISPS is an international security framework aimed at systematically managing security measures in ship and port facilities. Applications in Turkey are carried out by the Directorate General of Maritime Affairs.

What is PFSO?

PFSO is the Port Facility Security Officer. The Directorate General of Maritimes publishes the PFSO designation criteria for port facilities under ISPS practices.

Will the private security company replace PFSO?

Oh, no. The duties and responsibilities of the port facility under ISPS and the protection-security service of the private security company in the field are different roles. The operation must be set up in such a way that they work in coordination.

How should port entry-exit security be planned?

Staff, visitors, vehicles, drivers, subcontractors and ship/operation-related entries must be managed according to separate risk levels; the authorization and in-field movement rules must be consistent with the port facility's security procedures.

Which areas are critical in shipyard security?

Environmental boundaries, shipping accesses, dry swimming pools/squeezing areas, workshops, warehouses and material areas, night shift and high-value equipment should be included in the risk-based control plan.

What powers does EGM define to private security in ports?

For transport facilities such as airports, ports, railway stations and terminals, the General Directorate of Security (EGM) lists identity checks, walk-through detector screening, detector checks, and X-ray or similar screening of belongings among the powers provided under Law No. 5188.

When should the security plan be revised?

When there is a change in the plant layout, access points, type of operation, security level or risk profile, the security layout may need to be reassessed under the relevant authorized procedures.
